The 4th man is wearing a shirt, tie with a design on it, and a suit. He has a pin on the left lapel of his suit and a pen in the left pocket of his suit jacket. Behind the men is a closed folding door, a wall plaque that reads Great Seal State of North ..., and part of a glass door. Unidentified.
