On May 30, 1883, the commissioners for Stark County held their first meeting: They were H.L. Dickinson, James G. Campbell and James Collister. Pending a general election, they voted for the temporary location of the County Seat. Gladstone got one vote and Dickinson 2.
The board appointed the following county officials; N. C. Lawrence, register of deeds; William Cuskelly, sheriff; E. Lamoreux, treasurer; C.T. Klinefelter, assessor; Charles Burke, superintendent of schools; and John Nagle, justice of the peace. The license for selling liquor was set at $200 a year. The Commissioners met again on June 4, 1883 and declared the Dickinson Press the official newspaper for Stark County.
