In the 1st row, the 1st man is wearing a shirt, tie, suit and a hat. On the right side of his hat is the symbol of the American Legion and the word North. He has a pin in the left lapel of his suit jacket and a handkerchief in the jacket's pocket. He is also wearing a name tag that has the word Welcome on it. The 2nd man is wearing a shirt, tie, wrist watch, and an American Legion uniform. He has 2 pins, in each lapel of his uniform, and a name tag with the word Welcome on it. On the right side of his hat is the symbol of the American Legion and the word North. In the 2nd row, the 1st man is wearing a shirt, a tie with dots on it, a suit, and a hat with the word North on it. He has a pen in the left pocket of his suit jacket and a name tag above the pocket. The 2nd man is wearing a shirt, bow tie, suit Jacket, name tag with the word Welcome on it, and another tag with words that cannot be read. The 3rd man is wearing a shirt, tie, suit jacket, glasses, a name tag with the word Welcome on it, and another name tag with words that cannot be read. The 4th man is wearing a shirt, tie with an American Legion pin on it, slacks, and a suit jacket with a name tag that has the word Welcome on it and another name tag with words that cannot be read. He also has a cane in both hands and a pen in the left pocket of his suit jacket. On the left side of the men is a table with papers on it and an ashtray. Behind the men is a large curtain. Directly behind the men are 2 flags, the American flag and the other the North Dakota state flag. On the right side of the men is a table with a paper on it and a napkin. A chair is in front of the table. Unidentified.
