Double Print. Portrait of a N. D. State Highway Patrol officer. His last name is Welch. He is wearing a uniform shirt, tie, and hat. He has a badge above the left pocket of his shirt and on his hat. The badge on his pocket and hat has the word Captain on it. He has a tie clip on his tie. He has shoulder patches on both shoulders of his uniform. Part of the patch on the right shoulder reads Dakota and Patrol. In the center of the patch is a Native American feathered war bonnet. Exact location unknown. Identified.
